    There ARE such limits in NJ.   They are not supposed to produce a wake
when within 50 ft of shore, or a person, or passing under a bridge.  I've
been splashed innumerable times, once nearly hit by an operator who was
clearly underage. That, too, is legislated.  Unless there is a ranger
nearby, these rules are generally ignored.
