Rick, stop arguing with them.  You wont win.  Show them instead.

When the water gets warmer take the Wife and MomInLaw to a protected area.
Put them in said kayak.  Keep them close to shore.  Dump them from the
kayak.  Tell them to get back in the kayak without touching the bottom or
getting out of the water.  After they flop around for awhile ask them what
they would do if they were 100 yards off shore?  When they say swim.  Ask
them how far they can swim.  And then have them PROVE they can swim 100
yards.

For cold water that is going to be more interesting.  You could TRY to get
them to put one hand in ice cold water for 15 minutes or so and then have
them try to tie there shoes.  Maybe that would drive home the point.

FYI a  few months ago I went running at the end of the afternoon. The day
had been pleasent maybe in the low 50s.  By the end of the run it had
gotten dark and it was much colder.  The air temp was in the high 30s maybe
low 40s.  I had not worn gloves and my hands were NUMB from the cold.  I
could barely untie my shoes.  Interesting lesson I did not need 8-)
