Dead Kayaker Is Identified Tuesday, March 27, 2001; Page B04 A kayaker found in the Potomac River on Saturday was identified yesterday as Michael J. Graber, 50, of Stafford, by the Maryland Department of Natural Resources police. He had set out from Colonial Beach, Va., a police spokesman said. Graber, clad in a life jacket and kayaking gear, was found near St. Clements Island, Md.
