An olive cleat is attached to one end of a length of 5-6 mm bungy cord, allowing the other end to be passed back through the olive cleat, adjusted to any length, and locked off securing the loop. Or a smaller loop suitable for attaching a paddle leash to a deck or paddle can be formed in each end. Handy little gadgets, I'd be amazed if they weren't available on your side of Mare Pacifica.
