It will be interesting to find out how long they were in the water before
being picked up.  [They were wearing dry suits and PFDs.]   Always so sad --

The real shame of this is if one of them had of been carrying a portable
VHF radio in a dry suit pocket they might have all lived. Kind of goes
with carrying certain safety equipment in your PFD pockets.

Agreed.  

Another aspect of this incident which puzzles me is that it is SOP for the
local CG unit to establish a "radio guard" on each craft involved in a risky
patrol.  The radio guard involves regular checkins, including a position
estimate, with the base.  If the craft does not respond, then they go looking,
and know where to look.

Could be, since this was a law enforcement patrol, the radio guard would have
compromised the mission.
