I saw one in a kayak and asked "What's that?"  I got to play with it very briefly.  It seems
like a good idea, but two things make me cautious.

1 - I didn't like the handle.  The ring thing seems like a poor choice.  I have visions of
    it digging into the inside of my knuckle when using it aggressively.  I'd probably put
   a length of line or webbing into the ring as a handle that I can grab with my fist.
2 - It seemed to be made of relatively light plastic bits.  This didn't give me the 
    impression that it would last a long time.  This may be an incorrect impression and
    I'd like to be shown wrong.

Overall I liked the simplicity and the compactness of it.  It didn't take a lot of space.
I would like to see this adapted to a foot pump.

I can't for the life of me remember when or where I saw it!
