Yes, if you bail out of the boat with a full drytop,
the water comes in from the bottom.  So you have to
dress for getting wet.

I use a Kokatat Wave drytop and find it to be very
comfortable.  Their neck gasket stretches fairly easy
if you wear it for a couple of warm paddling days.  I
like the full drytop for roll practice and the added
security paddling cold water.  Their support has been
excellent.

I also have a Patagonia/Lotus Designs Double Play
jacket without gaskets.  This jacket isn't breathable,
but the neck and wrist venting can be nice on sunny
days when even a breathable drytop gets kind of warm. 
You do get some water down your back during rolls. 
The quality is excellent.  If the water isn't too
cold, just a really nice paddle jacket may do fine.

One of my friends has a Stohlquist semi-dry top that
has lots of nice features for considerably less money
than their full drytop.  You still get a bit of water
down your back and some seems to get caught in his
sleeves, but the quality looks very good.
