I would also strongly agree with Brian. Don't bother trying to get your
skirt on it leaves too little time for rolling. Even in rough water I
find I only half fill the cockpit doing a re-enter and roll without
putting the skirt on. This has hadly any effect on paddling (I have a
small volume cockpit as my forward bulkhead is custom made for me) and I
just put my skirt on when I can and use the foot pump to get the water
out. Most paddlers I know who use the re-enter and roll don't bother
putting the skirt on underwater. I have tried experimenting with just
hooking up the side that I think scoops most of the water but it doesn't
seem to make any difference

Yes, I have some advice Peter, DON'T BOTHER.  I have tested putting on
the 
spray skirt before rolling up.  Even in calm water I still had as much
water 
in my boat as re-entry and rolling up without a skirt.  This was in a
low 
volume VCP Pintail, with an ocean cockpit no less.
