OK, not a repair - just an adding.
My first choice would be Sikaflex 291 (for Distributor try a google-search).
But there is a similar one from 3M, forgotten the name. Glue based on
Polyurethane which is very flexible. The Sikaflex 291 gots a maritime
approvement (or something similar, donīt know the right word for it).

But the more important point might be the surface preparation. Clean it as
good as possible, even with white gas. Make some little scratches in the PE,
so the glue gets more grip.
