Rick: I have used 3M 5200 Quick-Cure Marine Sealant/Adhesive to attach closed-cell foam bulkheads, D-ring pads, hatch assemblies and so on. Surface preparation is key. Sand the hull with fine emery or carborundum paper (240 is about right) where you want the stuff to stick. Wipe clean with a solvent such as acetone, removing all grit and residue. Work in a warm place, preferably 70oF or above. You have about 2 hours working time, and an overnight cure. I once used the non-quick-cure version to install a bulkhead. In my 55oF basement, it took 3 weeks(!), even with floodlights aimed right at the work.
