 There are places, if some riffles are acceptable.  I wrote to Joe off line and suggested the West Branch of the Susquehanna as well as a couple other possibilities.  I think the West Branch is in line with what he is looking for.  We did about 80 miles starting at Shawville some years ago.  It was a very nice trip with flatwater and easy riffles, great campsites, little civilization, and lots of wildlife.
There were no fish in the main river, but some of the side creeks had native trout.  The locals said that the water quality was improving due to efforts to neutralize the acid runoff, but that there were not yet fish in the river.  That was maybe 20 years ago so I do not know if it is still the case.
There are also possibilities on the Potomac, both above and below DC.  There is more developement there though.
I suspect that there are other sections on the Susquehanna and maybe some on the Lehigh and the Delaware.
I am pretty sure that NJ, VA and WV offer some possibilities that he might like, as well.

Sorry, Joe -- I dont think you are going to find such a place, at least not
with Class I water. Isolated rivers in this part of the world tend not to
be flatwater and flatwater rivers (and lakes) tend ro have lots of vacation
home development on them.
