At least, the stupid french regs ban the french seapaddlers and not the foreign ownss. IF the tourist paddlers could confirm that their seakayak hits the regulation of the country their coming from... Sounds easy, but its quite a problem, i.e. here in germany we got no "official" regulations on seakayaks. But you can hand your kayak to some "specialists" and if your kayak is OK/safe in their opinion, you pay some money and get a fee which says "Yep, approved and hits the german reg..."
