A licence for the slightly stupid wouldn't cost much, however as you go up the stupid scale ( or down if you prefer) the costs would increase. I was once involved in the search for a body on the Athabasca River in northern Alberta. The boat I was in was being opperated by one of the Cree elders when we found the body. The tension was pretty high. Then the elder made some crack. I can't remember what he said, but four of us almost fell out of the boat laughing.
