I carry a throw bag.  The small one sold by MEC fits the bill perfectly.  I 
keep it inside the cockpit, strapped to one of the stanchions that supports 
the side deck.  Probably not the most convenient spot, but I hate stuff 
lashed to the deck.  Given that I have only needed it once in 3 years (not 
that it was all that useful then!), and getting it out then was no trouble, 
this seems to work.
