I read your post in Paddlewise.  One reply offered Weldwood contact
cement.  If you are installing blocks of minicell in your cockpit, where
you can coat the two bonding surfaces, allow them to dry, and press them
together, that will probably work fine.  I cannot vouch for its
properties as a sealant, however.
If you are installing a bulkhead, or working in a confined area where
you can't position the foam for bonding on contact, check out 3M 5200
Quick-cure Marine Sealant/Adhesive, or its less aggressive version, 3M
4200.  Both are intended for prolonged submersion, and will bond
fiberglas and minicell nicely.  5200 is the choice when the bond is to
be structural (i.e., joining a deck to a hull, or installing bulkheads),
and it plays for keeps.  4200 is the one to use if you envision changing
or removing the work someday (cockpit padding, seat, etc.).  Both remain
watertight and flexible.
I've heard good things about Sikaflex, but can't tell you which product
to select for your application.  If you can't get 3M, take a look at the
Sika website:  http://www.sikausa.com/

I can recommend Sikaflex as excellent stuff from personal experience during a 
boat speed building competition in Mystic CT a few years ago (where 
essentially only the adhesive was supposed to hold some plywood together for 
a human and wind powered race the dayafter the building heats). I must add, 
however, that when we built the prototype the local store did not have 
Sikaflex and we were forced to use 3M. As a result I could not recommend one 
over the other in this application, which required both serious adhesion and 
excellent gap-filling / caulking properties. We cut up the competition boat a 
long time ago because the finish was not as good as on the prototype. The 
latter is still around and going strong ...
