The NJ law you reference is not national - at least not in Maryland.

Width
Maryland Vehicle Law 24-103, "Projecting loads on passenger vehicles"
Cannot extend beyond fender on left side of vehicle
Cannot extend over 6" beyond fender on right side of vehicle

Length
Maryland Vehicle Law 24-105, "Load extensions"
Paragraph (a)(3)(iii) exempts crew or racing shells (would a long kayak/surf ski
be "equivalent"?)
Cannot extend over 3' beyond front of vehicle
Cannot extend over 6' beyond rear of vehicle (a separate paragraph limits "an
automobile or boat transporter....may not extend more than 4' beyond the rear of
the permanent bed or body of the automobile" - I believe this paragraph is
intended only for commercial transport vehicles - not worded real precisely).
