I don't know if they're more waterproof, but Tru Flare has released a new 
version of their flares - a revolving cartridge holder that can hold three
flares. (http://www.tru-flare.com/ scroll to model 07 at the bottom.)
This has the advantage of just needing a twist of the rotating head to 
bring another cartridge into firing position, unlike most single load
systems.

It's more compact than a pistol type launcher.  I don't know how they
compare otherwise - I suspect that the pistol flares have more altitude
etc.

Something to consider.
