Last winter I registered my CLC Chesepeake with the State of Illinois. Today I received a letter from DNR with the Hull Indentification Number (HIN) that they arbitrarily assigned along with the requirement that "You shall either carve, burn, stamp, emboss or otherwise permanently affix the HIN to the outboard side of the transom (stern) or, if there is no transom, to the outermost starboard (right) side at the end of the hull that bears the rudder or other steering mechanism (outboard motor if applicable) above the water line of the watercraft in such a way that alteration, removal, or replacement would be obvious and evident." Is this something new?
