People, as in Canadian government approved Chart dealers? Yes, they have
some pretty strict rules about selling out of date charts.  It is the system
for keeping fresh, up to date information available to the mariner.
Outdated info could be very bad, when it comes to boating safety.

People, as in the general public?  They can't stop Joe from selling his old
charts.  You just have to find Joe Old Chart guy.

Not at this chart dealer, as I don't want to lose my CHS chart dealership.
I have seen some ads in the sailing and cruising magazines advertising used
charts.  You might also try the rec.boats.cruising newsgroup.

Mostly, I'm interested in having a chart for the planning phase of a trip. 
It's very hard to decide on where to go without some sort of chart.  The best
I've seem to come up with are topographical maps that don't give me a great
indication on where to land.

How does the government decide when to print new editions?  When some buoy of
theirs goes astray?  Inexplicably, they often decide to change the flash
patterns of existing sites, it seems at random.  Pretty much all charts are
obsolete the day they're printed.

The small scale charts are nice.  There are a couple charts that cover the
entire Vancouver Island area.  One even goes out to Flattery, Straights of
Juan De Fuca, the Gulf Isles and the San Juans.  They look good hanging on
the den wall, as well.  (Mariner decor)

When enough stuff is inaccurate, I imagine.  The Notice to Mariner reports
are chuck full of changes and inaccuracies.  The Columbia River bar chart
changes about every 9 months to a year.  I guess it's no different than
buying a computer.  Sure it's out of date the minute you buy it, but at
least you have one.
