Does anyone have any suggestions for a stretch of river or reservoir with
great scenery, a minimum of official hassles-like reservations required--and
no serious rapids that can't be easily portaged (because my friend is not a
WW paddler and uses a winged paddle).

You might consider the Green River from below the town of Green River to the
confluence with the Colorado.  This is a spectacular flat water stretch and
you will need a tow back to Moab.  There are several put-ins etc.  My only
concern would be that the water is extremely low this year and there might
be a problem finding someone to tow you. You might check with the Bureau of
Land Management in Moab they have a list of outfitters that could help with
a tow. No river permits required on that stretch, as far as I know, but that
might have changed. -- MZ
