Any suggestions on how to glue on a replacement graphite ferrule.  I'm
concerned that with contact cement it would set before I got it all the way
on and lined up.

You could try a high-temperature glue stick.  That's what they use for
ski poles and if it hardens early, you just reheat the part by soaking
in hot water.  You'd want a high temp glue, since the black ferrule
can get hot in the sun and you don't want the glue melting - though
sticking it in cold water will harden it up quickly.

Other than that, contact the manufacturer and see what they suggest.

Contact cement will not work. Like you say it will grab before you 
have it even partially in place. I would go with Epoxy. The 5 minute 
stuff should work fine.

If you soak the contact cement in lacquer thinner(after application) It will
give you a few seconds before it sets.  I've only used this to glue foam
tires around plastic rims for RC cars,  it's a tight fit , but the foam
stretches.  I don't know how it will work with a tight ferrule.
