nope. The red/green/stern white rule is for motor vessels underway.

Human powered vessels require only a bright flashlight to shine at other
traffic, tho many of us use light sticks on the back of your PFD and/ or
white light at stern.  The problem with a white light is it kills your night
vision.

Personally, I use a light stick and a 5 cell mag light with the beam on spot
light focus.
