You're in Oregon so I imagine you're talking bull kelp. As far as I know all kelps and seaweeds are edible but there are numerous web sites and books in the subject. I rather like bull kelp as a salad, but especially as hot pickles. It can be eaten raw right off the bed if you care to, or dried & used instead of salt (so-so). It's good for you as well. Certain seaweeds and kelps host a number of small but edible crabs too, but I have no personal experience with them.
