[Paddlewise] Montana kayak registration

Well, Montana boaters (and any of you who might wish to visit & paddle
here), it looks like the nasty paddlecraft registration virus has
reared its ugly head in our state.

Just another piece of legislation to charge boaters $8.50 per kayak,
canoe, or raft.  Estimates show we have approximately 30,000
paddlecraft in Montana, which equates to only $255,000 in annual
revenues.  Methinks most of it will get eaten up by bureaucracy and
enforcement, leaving little to invest in access or conservation.  :(

decal), I personally wouldn't mind if you write our Senators. :)
