The current text of the draft bill doesn't specifically state anything about out-of-state boaters. http://data.opi.state.mt.us/bills/2003/lchtml/LC0975.htm However, it's basically being tied to motorboat registration. All motorboats must be registered...if your craft is registered in another state, then I assume you'd have reciprocity. If your craft is not registered (or not required to be registered), then I imagine a big ugly sticker will need to be purchased. The only exemptions are for 7' or less inflatables and government-owned craft. That's it.
