[Paddlewise] Mexican Tourist Card

Q, for those who crossed the border extensively.  Can this card be paid right
at the border in Tijuana? I don't have such experience, since my only trip
(Baja, folding kayak) was by America West airline to Cabos and Mexican bus
farther away from civilization :-). Airlines include Tourist Card fee in a
ticket price, and distribute cards on board.  Very convenient.
