When we crossed the border we walked over and bought our tourist card then went back to our cars and drove over the next day. I guess you could buy it in your car but the lines are really long so if you can walk over and do it the day before it saves time. We had to do some last minute shopping for stuff in San Diego, so it was convenient to walk over. The walk over process went very quickly. One note of caution, when we walked back over the border to the US side one of our party had kayak knife in her backpack, it was confiscated when she entered the US facility. If you walk over don't carry any knives, they said multi-tools were ok but not single blade knives over 2 or 3 inches. She had a folding buck knife, and forgot it was in her backpack. At this point I wouldn't even carry a multi-tool with me when I went inside the immigration office. This was post 9/11 in January 2002.
