The last time I paddled into Friday Harbor, WA, (at 5 AM), I noticed that the dock I usually take out on, next to the ferry dock with the little shelter house at the end, has a sign prohibiting using it as a put-in or take-out. Not sure if it's a new rule or I just overlooked it on the previous occaisions. I did once use another dock that seemed to be for dingies, maybe just beyond the fuel dock. I didn't notice any signs there either, but that may not mean much. Is there a legal put-in in Friday Harbor now, close enough to the ferry for rolling boats on a kayak cart?
