For example, my Subura Outback does. But I also have an older car with a metal bumper (instead of the plastic covered bumbers that are popular now) that doesn't have any tie down hooks, so I just drilled holes in the corners of the bumpers and inserted 3/16" eyebolts (ie hooks that form a complete circle sorta like the letter "P"). I figure when it's time to sell it, I'll just remove the hooks (hoping that the remaining holes shouldn't be too much of an eyesore).
