For the first five years of its installation, I had my Henderson footpump set into a minicell foam plug that I'd made originally as a footrest in my Pintail.  Pulled the plug (use straps around the forward edge so you can get the puppy out!) and cut away a recess for the pump.  Set it in the recess, attached an uptake tube and strum box, a discharge fitting just below the sheer, and there it stayed for as long as I wanted it there.  Later, got fancy and mounted it with long bolts and nylon spacers --- maybe two inches or so --- but your distance sounds like too much for that approach.  So, build a nice foam plug, recess the pump in on the centerline (mine is offset to starboard, but I should have put it on the center for better use of both feet), connect the tubes and you're done.

No fasteners, no mechanics.  If you need to adjust it, add or cut away minicell!
