Thanks to all for the advice- the kayak was a kevlar boat (sorry I forgot to 
mention that).  I gave 3M 5200 a try and it was very messy.  Seemed to 
want to stick to itself and my hands, clothes, kayak seat, random places 
on the boat etc., not so much to the bulkhead or base?  I made the 
mistake of buying the tube rather than the gun form (my big mistake) and 
had trouble even squeezing it out of the tube.  It ain't pretty but finally I got 
a good bead on both sides of the bulkhead.  We'll see if I got the leak.  
That stuff is tenacious without a doubt and came highly recommended by 
the marine people- it seems like it will make a good seal.  I don't 
recommend buying in squeeze tubes tho.  Thanks again for the input.
