You have it Alex! The idea is that if the tension screw on the foot-peg is
up against a rivet, even if it works loose it won't slide and cause leg to
become longer than the other after 10-miles!

As for the straps, I believe the idea is to prevent the pedals from rotating
downward by tension from above. I've also seen a retrofit where the
foot-pedals where connected by a horizontal bar which forced them into
position. 

However, the reason the foot-pedals slip down in the first place is rotation
of the chine-tube. So anything that prevents this (a washer on the
chine-tube for tension against the hull, for example) will help.

In any case, making sure to press with the ball of the foot against the
pedal lessens the downward slippage.
