[Paddlewise] whistle

<I prefer whistle silence.  If _any_ whistle is heard, assume it's a 
problem.

I agree.  I once was paddling with a group for the first time.  As we started 
out I noticed an obstruction in my whistle and so I gently blew it out.  Altho 
I did not make a loud noise one of the members of the group paddled over 
and reamed me out for even that short blast.  I do think he was a bit over 
the top all things considered but I understand his point.  Whistles are for 
emergencies.
