Just read John Lull's book and he recommends only using whistles to get 
attention... then using paddle or hand signals for more specific 
communication. Groups tend to get too spread out and in touchy seas and 
weather, whistle volume and "number of times blown" is difficult to 
discern. I'd imagine that if your buddies are too far away to hear your 
voice, then developing a whistle code that's understood would be touch and go.
