Paddlewisers,

Today the tranquility I was experiencing on a warm and sunny day here is
Southern California was disrupted when I paddled by the buoy a mile off Dana
Point. A sport fisherman in his boat was letting his golden retriever growl
and bark at the half dozen or so sea lions hauled up on the buoy. It was
obvious that the man was harassing the sea lions, because he backed his boat
to within about 25 feet of the buoy. The sea lions looked scare, bobbed
their heads up and down, and were about to jump off the buoy. I may be only
a moderate environmentalist, but I was angry. With my best cussing and
yelling voice from the Army, I let the guy have it. He replied by saying
that all sea lions should be shot and drove off. I used to do a lot of
fishing in the mid-1990's, and I experienced the frustration of having sea
lions snatch fish from my line, but I learned that it was just part of the
environment that you have to contend with. It's too bad this fisherman
didn't have a better appreciation for the environment.

A similar incident happened at the Newport buoy last year. I saw kids in a
boat backing up to the buoy, which sea lions were hauled up on. The kids
raised the outboard motor slightly, and then gunned the engine to spray the
sea lions with water. I cussed them out too, and before they left, they
drove a wide circle around me. I believe they were thinking about strafing
me, but wisely choose not to.

May be my Legend was more lucky.  Its battery cover doesn't have O-ring,
though made of rubber-looking material and aligned well. It would be
terrible to damage it in the very first season. I wouldn't agree more, very
misleading statement by the manufacturer - to claim that it is waterproof,
while battery cover, in fact, isn't.

Next time you see something like that happen, contact the
coast guard.  The Marine Mammal Protection Act protects marine
mammals from this kind of harassment.  See the below (fines
can be heavier):

NOAA Fisheries Office for Law Enforcement has assessed civil
penalties against a group of swimmers for violation of the 
Marine Mammal Protection Act for harassing harbor seals at 
Children's Pool Beach in La Jolla, California. 

Paul Ortiz, senior enforcement attorney for NOAA Fisheries 
Southwest Region, assessed nine swimmers $1,000 each in a 
Notice of Violation and Assessment for disrupting harbor 
seals at Children's Pool Beach in La Jolla on March 23, 
2003. Approximately 50 seals fled the beach in response to 
the groups' swim from another area into the Children's Pool 
Beach, where the seals reside.

The potential impact on the seals was increased as the 
violation occurred during the pupping season, which occurs 
between late February and late May. During this time, a 
mother seal bonds with her pup until it is weaned; about 
seven weeks after birth. A mother may abandon her pup if 
they become separated during this time.

Take pictures if you ahve a camera.
Call CG if you have a radio.
Take notes of the description, time, etc.
Report when you get in, complete with evidence.

Losing their boat to the courts will make a bigger impresssion than you cussing 
at their obviously thick skulls.

Even if you can curse in complete paragraphs, do be careful with beligerant 
motorboaters.  They can run you down a dozen times, leaving you unconscious in 
the water and far from help.
