This limits the PFD to several smallish pockets.  MEC used to sell a 
non-certified PFD with 3 small pockets on the front and a big pocket 
on the back.  The identical PFD without the back pocket was 
certified.  A curious way to get around this is to add a removable 
pocket.  It can be the same size as one that makes the PFD 
uncertifiable, but is legal as long as it is removable.
