[Paddlewise] US Equipment requirements

After one of our club members was erroneously told he must carry a type IV
throwable pfd *in addition* to a type 1,2,3 or 5 by the DC harbor patrol, I
put together a readers digest version of what is required by the USCG and
tossed in VA/MD/DC supplemental requirements at the end. I wouldn't bet
money that I covered everything, but it might be a good starting place for
folks new to the sport:
