Because it can hamper progress as well?

understand that the result is, that no one now dares to invest in a new
kayak model, even when there seems to be a possible market for
it -- at least one popular (fast) touring design here that I know
of, just begs for a much better version (according to the all the
complaints about certain unwanted characteristics that I repeatedly
hear from the owners) but it just isn't going to happen. Sad.
