Start researching underwater housings for digital video cams. It used to be that video housings were all $2000+. There are now some commercial housings for some for the very small digital video cameras for less than $600 (not including the camera obviously). Can't recall exactly where I saw this - but it was during a search for a digital still housing. IR remotes will function through the housing if needed (you'll need to fashion a housing for the remote but that should be relatively easy). There is also plenty of info on-line about building your own housings using regular plumbing related parts (basically PVC sewer pipe with a glass port on the end!).
