On the trips I have done with a youth counseling service as a volunteer, I have towed loaded doubles [two kids and a week's worth of gear] by myself on every trip except this last one. The longest tow was about an hour on fairly choppy but not wavy seas. I bet the kids being towed that we would pass everyone on the trip and we did. They didn't paddle at all. It was quite comfortable with my pfd-mounted rescue belt. I can't imagine towing any other way. The belt quick-releases easily and safely and the strain on my body was minimal. Unfortunately, my goal of shaming the kids into paddling didn't work.
