"Are the licenses international? Is a US license good in Mexico and Canada?" Licenses are issued based on knowledge that is specific for your country but the general rules and procedures on the sea and in the air are international. So there may be different regulations on which channels may be used and for what but the procedures as such are the same. You have to find out what rules are different locally and that is what you are licensed to do. The language is another matter. The local language is always the right one and on top of that you may e.g. be able to use English. I wouldn't try to speak Danish to the Finnish authorities, and I would speak German when boating there.
