IMNSHO, the 'biner should not be out in the open. It should be in some kind of pocket so it can't catch accidentally. Some of the commercially available tow kits come with a little pocket that can attach to the PFD. My old WW PFD had a quick release clip for the 'biner and I didn't like the fact that it left the thing in the open. Some recent SK PFDs have similar pigtail clips. I stuff mine in a zippered pocket and leave the zipper open just enough to allow the webbing to exit.
