[Paddlewise] Weather Bouy Status

I notice that several of the Canadian weather bouys
were removed from service in November.  Are these
devices not able to handle the ice?  Are they not
weatherproof?   Or are their services deemed not
useful due to the lack of boaters during the winter
months?
