They also have to be serviced and since there is no demand for them in the winter, it's a convenient time to bring them in for a tune-up and paint job. The Coast Guard has several ships - buoy tenders - specifically for that task. You can recognize them by their flat decks and small fixed cranes on board. If you paddle Hamilton Harbour, you'll see one sometimes just inside the channel from Lake Ontario.
