You can see it most frequently on the freeway where a car might tailgate you even though there is room to pass in another lane. I witnessed a guy in a Porsche with a windshield sign written mirror image (so as to show up when you look at his car in your rear-view mirror) that said, "SLOW CARS MOVE RIGHT". I was in front of him at slightly over the speed limit and he moved to within a foot or two of my rear bumper and flashed his headlights. I slowed down. :) Maybe that was the father of your little surfer dude.
