Again, paddling alone increases the risks:

"A kayaker was brought to safety after spending an hour in Wild Rice Lake 
Thursday evening", writes Duluth News tribune. 

A man from the fire department said the kayaker, a young man from the area, 
capsized and became entangled in reeds. Luckily, the man's empty kayak 
washed up on shore at the northest end of the lake, and the alarm was 
given.

Eventually the young man was found by a member of the volunteer fire 
department, who took to the lake in his personal boat. 
The kayakerbs condition was not known, when the paper wrote the report,
but it is reported that said the was alert and talking when pulled from the 
lake, though he may have been mildly hypothermic.

No, I wouldn't say it was paddling alone that's the problem here, not
without more information.
What boat, what gear, did he leave a float plan with someone, was he
in conditions within his ability, what communication gear, drysuit,
wetsuit, pfd....
So many more questions beyond why was he alone.
