We use Bering motorbike winter gloves year round, if any! If you fill them
with water you'll get wet, but for nonsubmersible use they excellent -
I've put my hand into the water as far as the glove goes, about a foot
down to the longest finger, and no leaks! Easy to put on and take off, far
better than any neoprene I've used!

BMW's winter gloves seem to do the job, too - but was a bit more expensive,
so I have no practical experience with theirs!
