Perhaps it have been reasonable to make a "Pan Pan"
radio call instead.  Coast guard could be advised that
the situation was unfolding.  Should two unrelated
come in at the same time, they could prioritise and
respond accordingly.

Local Police/Ambulance calls are ranked on a priority
of 1 to 5.  Level 1 calls are low priority.  Have no
fear.  They'll get to you eventually.  Level 4 and
Level 5 are high priority, and they go to the front of
the response que.
