Alex, it must use the same satellites; I suspect the search/locate 
algorithm encoded in its chip refines position to 100 meters and then goes 
into "rest" mode, reducing current drain, so the unit will be able to 
provide that info to the SAR service for a longer time.  If it were to 
continue to refine and narrow down its location to the greater accuracy 
typical of a good GPS receiver, it would use up more battery capacity.

But, I'm guessing; there must be a gearhead on the list who knows for sure.
