So, at most, there was roughly a 3 hour delay. And I suspect that the actual delay was even less than that. Certainly not days. Any time that there are serious delays, one would expect they were the result of general internet issues, or of local ISP issues (either sending or receiving the mail). I see you're sending from a US government address. Perhaps there is a limit imposed on "external" mail by your own mail servers? I suggest this because I was in IT in the Canadian government and I know we had limits imposed on our mail servers for traffic that didn't originate from, or was addressed to, external addresses.
